Key Personnel
President & CEO, Mr. Rony Joel Barreto Da Costa has over 15 years of a broad level of experience including but are not limited to Oil & Gas Industry, Project Management, Quality Health Safety and Environment (QHSE), Risk Management, Waste Management, QA&QC, Tourism Management and EIA Study. In his professional carrier, He experienced holding a principal advisor position in various Government Institution namely Ministry of Petroleum and Mineral; Ministry of Agriculture and Fisheries; Ministry of Interior and the Secretary of State for Civil Protection. He has successfully managed a number of mega projects in Oil and Gas sector under the Ministry of Petroleum and Mineral resources projects including;
- Conceptual Study for LNG Plant and Refinery with capacity of 30,000 Barrel per day with possible extension up to 100,000 barrel per day.
- Risk Assessment for LNG Pre-FEED and Refinery which include but not limited to Hazard Identification Study (HAZIDS)
- In partnership with BGP company conducted 3D seismic in Joint petroleum Development Area between Australia and Timor Leste
- Environmental Impact Assessment (EIA) study for a mega project of ‘Tasi Mane which compose of 3 different clusters, namely; A) LNG Plant with capacity of 2 Mtpa; B) Refinery and Petrochemical Plant with capacity of 30,000 Barrel/day; and C) Supply Base;
- EIA Study for Fuel study development project
- EIA Study for Highway Project with the total length of 95Km and 100m in width.
- Environmental Management Plan and Monitoring for both Tasi Mane Project, Highway and Fuel Station project. Setting up the integrated management system policy and procedures in accordance with ISO 9001; ISO 14001; and OHSAS 18001.
- Lead the QHSE Team to undergo certification audit process with one of the lead global certification body ‘DNV GL’ Singapore and eventually obtained the first Integrated Management System of ISO 9001 for Quality Management; ISO 14001 for Environmental Management and OHSAS 18001 for Occupational Health and Safety Management System in Oil and Gas Industry.
Managing Director, Mrs. Felicidade Lay has abroad array of experience and skills in business and corporate management. Mrs. Felicidade has worked for diverse international organization including ANZ Bank, Risk Manager, CARE, GTZ and Mercy Corps prior to starting her own company. In her experience over a decade, Mrs. Felicidade has undertaken over USD 5 million in acquisitions and managed various project management including, Coconut-Oil Industry; premium quality furniture supply and various international supply services experience by serving Government of Timor Leste (GoTL).
